Backlog refinement is not an official Scrum ceremony yet (10/18/2019). Scrum is one of the most popular Agile framework, but is is constantly being updated with valuable input from real life Scrum Masters like You!

Since there is always nothing before something, if there is no concrete backlog, it is still better to re-purpose your first sprint Planning meeting (the first half which is supposed to focus on the “What” part of the Sprint Backlog) instead of letting go of the golden opportunity of all required stakeholders available for discussion of the Product Backlog refinement!
Since this event is time boxed it will be obvious how much work can be consumed into the Sprint at this early state based on the number of items we were able to discover or refine. So if you do not have a backlog to groom you can still work during Sprint Planning to refine the backlog to the extent possible. You will of course keep building more detail and add more PBIs to the top of the Backlog during the ongoing Backlog refinement sessions

There is no specification in Scrum that an optimal Development Team is made up of at least 5 members. Originally the ideal scrum team size was prescribed to be 7± 2. Now it is 6 ± 3. So the max is still 9, but the range was increased in the Scrum Guide as there are plenty of successful Scrum development teams with 3 or 4 members.

The Scrum Master service to the development team includes :
- Removing impediments to the Development Team’s progress;
- Facilitating Scrum events as requested or needed; and,

When Scrum is matured at an organization the senior manager would know not to contact the team directly interfering with their current sprint goal and backlog. The sprint backlog items have been selected as most valuable by the Product Owner. No changes should be made that endanger the Sprint Goal. No changes can be pushed on the Development Team (Sprint Backlog) and the Product Owner (Product Backlog). The PO however can work with the development team to add/drop work to sprint backlog anytime during the sprint.
